Zinsco panel replacement.
Zinsco panels — and the later Sylvania-Zinsco equipment — show up in Sacramento houses from roughly the 1950s through the 1970s. They get mentioned in the same breath as Federal Pacific, but the thing that goes wrong is not the same thing, and it is worth knowing which one you are dealing with.
A Zinsco panel is a different failure mode from Federal Pacific
With Federal Pacific the reported problem is a breaker that does not trip. With Zinsco the reported problem is at the connection itself: the breakers clip onto an aluminum bus, and that junction is where heat is reported to develop. In the worst documented examples the breaker and the bus have fused together, which leaves a breaker that cannot open the circuit no matter what the handle is doing.
That difference matters on site. A damaged bus is not something a replacement breaker fixes, because the part that has been compromised is the part the new breaker would clip onto.
It also explains the second practical problem. Trustworthy replacement breakers for this equipment are difficult to source, and a breaker that is merely the right shape is not the same as a breaker the panel was built for.

The bus where the breakers land
This is the first thing and often the deciding one. Discoloration, pitting, or a breaker that has fused to its stab is a condition finding that no amount of new breakers resolves.

Whether a breaker has been forced
These panels have frequently been fitted with whatever would physically go in. A breaker that is not what the bus was designed for concentrates heat exactly where the equipment is already weakest.

Whether there is room to work at all
If the panel cannot safely take another breaker, then every future job in the house — a charger, a heat pump, a remodel circuit — runs into the same wall. That turns a condition question into a planning question.

The service and the grounding around it
As with any panel change, replacement is when grounding and bonding that predate current requirements get corrected, and when circuits get labeled properly for whoever opens it next.

How do I know if I have a Zinsco panel?
The name may appear on the panel door or the breakers, sometimes as Zinsco, sometimes as Sylvania-Zinsco or GTE-Sylvania. Colored breaker handles are a common giveaway. If you are not sure, a photograph of the panel with the door open usually settles it before anyone drives out.
Is this the same problem as Federal Pacific?
No. Both are equipment inspectors flag, but the reported failure is different: Federal Pacific is about breakers that may not trip, Zinsco is about the breaker-to-bus connection overheating. The check on site is different because of it.
Can the panel be repaired instead of replaced?
Where the bus itself has been damaged, no — that is the part the breakers depend on. Where the equipment is sound, the constraint is usually whether trustworthy compatible breakers can be obtained. If replacement is the answer, that work is a panel replacement of this equipment, not a breaker swap.
What does the replacement involve?
The main comes off for part of the day, the new equipment goes in, circuits are landed and labeled, and it is inspected under permit. Where the service itself changes, the utility may need to disconnect and reconnect afterwards. You are told which of those applies to your address before the day.
My insurer asked about the panel. What do they need?
Usually confirmation of what the equipment is and what was done about it. If they named Zinsco in a letter, start at insurance corrections — scoped to the letter, not a general inspection.
